Hearing reveals new details of live-streamed homicides in Vacaville

County prosecutors have revealed new details in the case of a double homicide in Vacaville that was captured in part on a gruesome social media live stream over the weekend.
In a press release on Tuesday, the Solano County District Attorney’s Office accused 29-year-old Raymond Weber of committing the two murders “while engaged in the crime of rape” and said the man killed his two victims “to prevent a lawful arrest.”
The details came as Weber made an initial court appearance on Tuesday to face two felony counts of first-degree murder and faces additional criminal charges related to an out-of-county warrant. He has not been convicted on any of the charges, but the video captured by the man speaks for itself.
In it, Weber is shown inside a Vacaville apartment with a loaded firearm and the deceased bodies of two women. It was that live stream that drew Vacaville police to the apartment early Saturday morning, something Weber himself predicted during the 30-minute video stream.
At one point, Weber threatened to shoot responding officers if they tried to enter the apartment. He has not been charged with making criminal threats to police, but additional charges are not unusual in especially heinous cases as investigators and prosecutors continue to sift through the evidence.
After an hours-long standoff, Weber was captured by police with the assistance of a S.W.A.T. team. His name was first released by Solano NewsNet Saturday evening; the Vacaville Police Department confirmed his identity about an hour later.
Weber is a rap artist with ties to the Sacramento and San Francisco Bay Area. On Tuesday, prosecutors said he had a significant criminal history prior to this weekend, including a 2006 conviction for assault with a firearm and a 2016 arrest for possession of a controlled substance while armed.
Weber was also arrested as part of a murder investigation in 2014. That case involved his younger brother, Antoine Weber, who was later convicted of murdering the older Weber’s then-girlfriend. Antoine Weber is incarcerated at the California State Prison in Vacaville.
A third brother, Marcus Weber, is a local rap artist based in Sacramento. In the video streamed on Saturday, Raymond Weber attempted to justify the murders as retribution for an alleged set-up involving Marcus Weber and a second individual.
What brought Weber and his victims to the Vacaville apartment is still unclear. The mother of one victim, 26-year-old Savannah Theberge, said she last heard from her daughter about a week ago when she was told Theberge and Weber were traveling from Utah to California. Weber and Theberge were engaged, the mother said.
Even more mystery surrounds the second victim, whom police have only identified as a 15-year-old female.
Weber remains in custody at the Solano County Jail. His next court appearance is scheduled for February 23.
